Abstract

This paper is written in the context of four recent developments. These are: 1. the establishment of the WTO in January 1995; 2. the commencement, in November 1994, of the renegotiation of the SACU Agreement between South Africa, Botswana, Lesotho, Namibia and Swaziland; 3. the transformation, in December 1994, of the PTA into COMESA; and 4. the decision of SADC, taken in Windhoek in 1992, to transform itself from a body concerned only with sectoral cooperation into a trade integration arrangement.
