Abstract

International security includes three elements: 1. The protection of nations from war as manifested in (a) random terrorist attacks; (b) domestic conflict; (c) effects of conflicts carried out elsewhere. 2. The protection of nations from natural disasters such as drought, flooding, earthquakes. A country might be directly hit by a disaster, or it might be a passive victim of natural or man-made cumulative phenomena resulting in catastrophic events. 3. The protection of countries from current and accumulated environmental degradation. Environmental degradation can be caused by the affected country’s citizens’ damaging behaviour, or a country can be a passive victim of damage wrought elsewhere.
