General Measures toward Import Promotion in Japan

Abstract

After the compensatory rise in association with import liberalisation during 1960 and 1964, Japan’s tariff level has continually reduced. 1972 marked a break from the traditional trade policy package. Pressures arising from Japan’s trade surplus had been felt for some time and this led to the government making a major revision to Japan’s tariff structure. The main points were: (1) a reduction in the escalating structure of tariffs; (2) a general reduction in tariff levels in accordance with the level of industrial development; (3) the abolition of the category of luxury goods; and (4) a reduction in the high tariff on agricultural goods.
