Abstract

The debate in the USSR (henceforth the term Soviet Union is always understood as the former), which lost its vigour for some time, was boosted by the new Party Programme adopted at the XXIst Congress in 1961. To create the preconditions for an early transition to communism, the new Party Programme exhorted communists and non-communists to improve the management of the economy, to use resources more efficiently, and to promote economic efficiency. It underscored the importance of incentives and a better satisfaction of demand. It also stressed the importance of the ‘extension of operative independence and initiative of enterprises on the basis of the state-plan targets’ (The New Program, pp. 439–43).
