Abstract

That African societies need far-reaching reforms, including adjustment to a rapidly changing international economic environment, is now widely accepted, although there are still sharp differences of opinion as to the content and direction of these reforms. Although they place a far greater emphasis than in the past on structural change and on a strengthened export sector, the analyses in this book and the policy suggestions they contain are in many ways reminiscent of the concerns of the ‘growth with equity’ strategies of the 1970s in the sense that they place great emphasis on equity and the well-being of the most vulnerable social groups. In the light of the enormous human costs of orthodox stabilisation and adjustment policies, it is not surprising that these concerns are being revived.
