Abstract

If government wants to reduce poverty, it should stop trying to eliminate it. Increasingly, government is relied on to weave a ‘safety net’ to support those at the lower end of the income distribution; a net paid for by taxes levied on the better-off. The trouble is, that though the taxes have been paid, the money has not always turned up at the other end — the net has holes in it.
