Abstract

The EC regional policy which has emerged since 1973 has been the subject of considerable controversy, much of which has concentrated upon the weaknesses of the policy as currently constituted (e.g. Van Doorn, 1975; Armstrong, 1978; MacLennan, 1979; Nevin, 1980) or on the manner in which it has been achieved (Talbot, 1978; Hull, 1979). Since EC regional policy has been changing over time, criticisms can be quite justifiably deflected on the grounds that it is unfair to attack a policy in its formative stages and which has some distance to go before reaching full strength.
