The Impact of Social Policy in the United Kingdom

Abstract

The argument for the integration of Western Europe through the creation of the three communities, ECSC, EEC and Euratom, did not depend for its essentials upon the need for a strong social policy at supra-national level. The analysis was far more concerned with broad political and economic issues whose positive effect upon social well-being, although very significant in a general sense, would be mainly indirect. Whilst it is impossible to under-rate the importance of achieving a stable political environment and of encouraging the growth of resources as a contribution to social welfare, in large part the construction of the Community left the specific use of such larger resources under the control of member governments.
