The Ideology of Batllismo 1870–1970

Abstract

The hundred years of Uruguayan history after 1870 represent a cycle which began and ended with military coups. In 1870 Uruguay was on the eve of a decade of military government which would lay the foundations of a strong centralised state and a transformed economy. A century later civilian government was again deposed by the armed forces, in the coup of 1973 which effectively marked the death of what may be termed batllista Uruguay. (The Polítical economy of the military regime is examined in a later chapter.) The purpose of this opening essay is to analyse the conditions which made batllismo possible, its changing nature during this century, and the factors bringing it to an end.
