Abstract

Events in recent years — for example, the Poundswick affair in Manchester in 1985, the increased militancy of teachers’ unions, and the countrywide disruption caused by the long and bitter pay dispute of 1985–6 — have made secondary schools the centre of media attention. The message teachers wish to transmit to the government is that unless their share of the public expenditure cake is increased significantly, and their profession held in higher esteem, standards will necessarily deteriorate. In stark contrast, the government is adamant that standards can (and must) be improved without any expansion of resources; teachers, vehemently opposed to this philosophy, firmly believe that unless salaries are brought into line with those of other professions — for example, doctors and lawyers — education will suffer from a dearth of able and qualified staff.
