Abstract

It is the aim of this chapter to develop labour market accounts that allow investigation of trends and fluctuations in the magnitude and composition of the stock of labour resources, their determinants and the international differences within them. The accounts attempt to provide a better coverage of the (under-)utilisation of labour resources than is given by traditional labour force and unemployment data. This work is motivated by the wish to refine the treatment of under-utilisation and to gain insight into the elements and determinants of different forms of labour slack.
