Abstract

The course of reform was brusquely interrupted by a series of calamities. The decline in industrial production by over 11 per cent in July 1932 was far greater than the normal seasonal reduction; production was only 3.4 per cent greater than in July 1931. In August, the production of capital goods declined by over 3 per cent;1 according to TsUNKhU, this was ‘the first occasion on which a decline has occurred in August as compared with July in the whole period from 1924 to 1932’.2
