OPEC Aid Programmes

Abstract

The developing world’s principal sources of concessionary finance are the Western industrialized states grouped together in the OECD’s Development Assistance Committee (DAC); countries with centrally planned economies (CPEs); and members of OPEC, unique among the major foreign aid donors in themselves being developing countries. OPEC aid programmes, which are not new, have since 1973 undergone dramatic expansion, not only in terms of volume, but also as regards the number of recipients and forms of channels of aid. The story of that growth is outlined in this chapter.
