Abstract

Absenteeism, accidents, strikes and labour turnover may be regarded as the outcomes of economic activity and may be intended or unintended in the sense that the amount of, say, absenteeism may be optimal because there is no tendency for either employers or workers to want to change the amount of absenteeism. The notion that the number of absences or their severity is optimal seems, at first sight, to be bizarre, but a moment’s reflection suggests that the idea makes sense if consideration is paid to the costs of reducing absenteeism.
