Abstract

In the early years the Central Electricity Board members were themselves involved in day-to-day decision making, but all except the chairman were part-time, and the major work of planning and administration necessarily fell on Sir Andrew Duncan and the full-time chief officers. As with the Board, expense was not spared to attract the right men to these posts2. John Brooke, the eldest of them at 47, had been the Permanent Secretary at the Ministry of Transport in charge of the 1926 legislation and was persuaded to become Secretary of the CEB with an increase in salary from £1800 to £2500 pa and, within a short time, a knighthood. For the senior financial post the Board thought it important to get a practising accountant who had been in touch with business and industrial concerns, and they appointed David Coates, who had had experience in both government and in private business, and was to retain responsibility for the financial side of the Board’s operations until nationalisation.
