A Topography of Corruption

Abstract

Public servants are under a heavy obligation to weigh their discretionary powers against their effectiveness in meeting the moral imperative, that is, serving the public with integrity. To recognize the ethical importance of the bridge that must be crossed in the South African Public Service, serious consideration needs to be given to a structural ethical adjustment, not only in the manner of thinking but also in the way the country institutionalizes conduct.
