Abstract

Today, many developing countries are faced with the challenge of devising strategies that ensure both rapid growth and structural changes that are sustainable and socially inclusive. A key element of every development policy is social policy, meaning that any new model of development that emerges from the current state of disarray in policy thinking must be accompanied by social policies that complement this model and provide political legitimacy to it, protecting citizens from the risks that inevitably accompany any development model and enhancing the productive capability of the population.
