Glocalization of Leadership and Cultural Implications for Higher Education: A German-Saudi Case

Abstract

The aim of this chapter is to present some Western leadership styles and employers’ expectations regarding future leaders in contrast with the Arab style, in particular Saudi Arabian. This is done in line with Liu’s (2010) suggestion to reach beyond the primarily US model of leadership. Internalization and globalization of higher education constitute a focal point of the chapter, as linked to the issue of sustaining quality of higher education in general and in the Gulf Cooperation Council (GCC) countries, and especially in the Kingdom of Saudi Arabia (KSA), where standards still fail to match expected levels. Moreover, German and Saudi tertiary education will be presented and evaluated, based on my first-hand experience, as well as the qualitative survey results, which, however, were limited to a reduced number of submitted questionnaires due to the fact that many potential respondents decided against participation (Germans supposedly not willing to invest the time and Saudis reluctant to express their own opinion, since their culture fosters criticism avoidance). The final section of the chapter will deal with the issue of glocalization and the question regarding to what extent the Arab higher education programmes should be Westernized, and whether uncritical application of US models of education and leadership should be recommended in the Gulf region.
