Abstract

In mid-2013, with the accession of Russia, the imminent accession of Kazakhstan and only a few LDCs and several Arab and former Soviet Union states left outside its fold, the WTO could reasonably claim almost universal membership. Ironically, as WTO membership approached universality, its raison d’être as the multilateral institution charged with global governance responsibilities in international trade was very much in question.
