Abstract

Development in this study is viewed in terms of enhancing the political and administrative capability of a country to manipulate the physical, economic and technological resources in the environment, keeping in view fundamental social values such as respect for personal and religious beliefs, protection of property, freedom and fundamental human rights. All of these should contribute to enhancing the capacity of people to participate actively in economic and political development. By enlarging the concept of development, I question the undue emphasis given to economic growth in many of the TW countries at the expense of fundamental societal values. The need to reiterate this position here has arisen because the current tendency for analysts appears to be to offer as a model the success of East Asian economies based primarily on economic growth, overlooking a variety of other factors that contribute to development. In order to highlight this, I have in this chapter analysed the comparative development of the two Asias, East and South, each region adopting completely different paths to development.
