Abstract

Presidents operate in two arenas simultaneously. The first is the arena of the staff, cabinet members, and political advisors. The second is the arena of the press and the masses, for whom the president exists in a goldfish bowl. The observers in these arenas assess the president’s mood as a backdrop to evaluating his performance. While presidents publicly tend to discount opinion polls and take the position that they will make decisions based upon the merits of the issues, it is the rare chief executive who is truly indifferent to how he is scoring in the minds of constituents. Therefore, presidents are watchful of their own mood when they appear in the arenas of public opinion.
