Abstract

What it takes in competence and character to command will depend to a significant extent on the forces at work, both in the environment and internally, in the particular organization. In government organizations, political factors tend to dominate thinking and action. In private enterprise, the aim of leadership is to avoid if not eliminate politicization. There is a Gresham’s law applied to organizations: politics drives out realistic thinking. President Reagan’s effort to produce a budget in February 1982 is a good case in point.
