Abstract

Offshoring is an aspect of labor market restructuring that has caught popular attention in the United States, but it has attracted nothing like as much attention in other parts of the world compared with other aspects. Offshoring is a metaphor. It is just one manifestation of fear that is characterizing the globalization of labor market flexibility. It goes with Perots infamous imagery of “the great sucking sound” of Mexico.
