Abstract

This chapter identifies the contribution which the Township and Village Enterprises (TVEs) have made to the Chinese economy during the period of economic reform. While the economic literature suggests that the success of the TVEs has arisen due to special circumstances, this chapter argues, to the contrary, that they are likely to remain a significant feature of the Chinese economy, albeit in new organizational and ownership forms, for some time. Their demonstrated flexibility in terms of organizational structure, delegation and incentive design, in conjunction with their evolving strategic business alliances in the form of joint ventures with foreign companies and, increasingly, alliances with science-based research institutions, it is argued, will make this possible.
