Abstract

A careful examination of the potential impact of different categories of foreign investments allows implications to be drawn for actions of governments and of investors, which have the potential to increase the amount and maximize welfare from such investment. Conceptual issues are emphasized, illustrated by the Indian experience, and some international comparisons made.
