Domestic Resource Mobilization and Enterprise Development in Sub-Saharan Africa

Abstract

Since the early 1980s much of sub-Saharan Africa has been in the throes of economic crisis. Growth rates in real terms have remained stubbornly low or negative, real income per capita has fallen precipitously and despite repeated reassurances that prosperity was just around the corner, stabilization and structural adjustment policies have not delivered Africa from its misery. Humbled by this recent history, many are now seeking answers for why orthodox economic policy has failed to live up to its claims, and an active research effort is under way to find alternative solutions to the persistent problems of poverty and low levels of human development that afflict so much of Africa. This chapter should be seen as a contribution to the search for more effective policies. Specifically, we propose to analyse the questions of domestic resource mobilization and enterprise development in sub-Saharan Africa, within the context of an investment-led strategy for structural adjustment.1
