States Don’t Make Decisions; People Do

Abstract

People usually think of imposing sanctions when discussing economic policies employed for national security. Although I will argue that the list of policies is much longer, jumping into a catalogue of these policies and the debate which surrounds each right now would prove modestly interesting but ultimately not very helpful. The value of studying these policies comes from first understanding how to enact meaningful policies and evaluate their effectiveness. Before intelligently assessing sanctions, trade, finance, and aid, among many other tools of foreign policy, we need to know who the players are and under what circumstances they are making decisions.
