Recognizing Civil Constitutions: Hegel and Kant as the Basis of Integration Theory?

Abstract

This study bases its understanding of the European Union (EU), European integration and Europeanization on Kantian and Hegelian political philosophy and philosophy of history (for further see Arendt, 1989; Hampsher-Monk, 1995; Hegel, 1967, 1977; Kant 1995a,b; Kojeve, 1980; Ringmar, 1995). The intention of this chapter and part is to provide some insight into international relations theories relating to European integration and illustrate how these, impact on concepts of Europeanization in both practical and theoretical ways. Fundamentally, this chapter argues that elements of European integration and Europeanization developed through the Kantian concept of the international ‘civil constitution’ and Hegelian interpretations of the state and ‘recognition’. As we deal with the euro and EU Enlargement with both existing and prospective members prepared to give up sovereignty to be part of the EU, Kant’s civil constitution and Hegel’s recognition and master–slave relationship can inform the theoretical debate and comment on the practicalities of European integration.
