Abstract

That remark was made by Liang Qichao, who is credited as ‘undoubtedly the most eloquent and influential spokesman for the liberal program of his time’, and the ‘foremost intellectual leader of the first decades of twentieth-century China’.2 While betraying a tinge of Asia-centrism, Liang, writing in 1902 when he was in exile in Japan, did predict a rejuvenated Asia that would not only regain its autonomy but also carry increasing weight in shaping the global political economy. At the same time, the sheer size, cultural complexity and unfathomable potential of the region implied considerable difficulty in managing regional affairs.
