Export Patterns and Industrial Policy in Korea and Taiwan

Abstract

The purpose of this chapter is to explain how domestic politics influences industrial policy and how this in turn accounts for the variation in export patterns and industrial transformation between Korea and Taiwan. Although both countries are regarded as similar cases for pursuing an export-oriented strategy, their export outputs differ in several key respects. Some scholars argue that the different export patterns can be explained by the industrial structure of each country. However, the difference is also a result of industrial policy. Without considering the effects of structure and policy on the creation and evolution of the export performance, it is hard to understand the causes of the different export patterns in Korea and Taiwan. By applying coalition theory in an international context this chapter will show how the industrial structure is intertwined with the industrial policy.
