Abstract

The aim of this chapter is to explore the implications of the alternative scenarios for future patterns of energy consumption in the FSU. Given the large reservoir of untapped energy efficiency, it is reasonable to assume that market reforms will generate substantial savings relatively soon after their introduction. For some time changes in export performance may be predominantly shaped by these demand-side improvements.
