Abstract

Universities are often inefficient. In section 1 we quote some examples of this, especially their failure to exploit the new media of communications. But the question is why the inefficiency occurs and how it can be reduced. It seems mainly caused by the difficulty of measuring the output of individual teachers and of institutions, and thus of paying them appropriately. We therefore explore the efficiency effects of different ways of paying teachers (section 2) and of financing institutions (in section 3). The analysis assumes that universities are labour-managed enterprises, and leads to some piecemeal policy conclusions.
