Abstract

Evaluating the impact of a specific policy is not easy, no matter what its form. In most cases, as with taxes, subsidies, low-interest rate financing and tariffs, the intended policy function and the instruments employed are generally clear. It is, however, extremely difficult to estimate the impact of a policy, to discern what would have resulted if the policy had not been undertaken, or if the policy had been different.
