Abstract

In November 1970 the new Conservative Government had announced the winding-up of the National Board for Prices and Incomes (NBPI), indicating that it intended to rely on the market to determine prices and incomes. Almost precisely two years later, however, faced with the failure of its attempt to reach a voluntary agreement with the Trades Union Congress and Confederation of British Industry on fighting inflation, it performed a notable U-turn, and introduced the Counter-Inflation (Temporary Provisions) Bill, under which most prices, pay, rents and dividends would be subject to a 90-day freeze. This was followed in mid-January 1973 by a fully fledged Counter-Inflation Bill, which would lead to the establishment on 1 March of a Pay Board and a Price Commission (PC).
