Abstract

In a period of economic recession, the primary focus of a government is to ensure that the economy will soon return to the long-term path of economic development. Most of the policies designed to achieve of this goal can be characterized as either stabilization or stimulus. Although some fiscal injections are needed as a matter of urgency, the fiscal stimulus itself is unable to generate sustainable growth effects in the long term.
