Trade, Trade Policy and Development

Abstract

Although the consensus has changed over time, the present consensus (in particular among those with a neoclassical training) is that openness to international trade and outward-oriented trade strategies are in general beneficial for countries, including developing countries. Nonetheless, the underpinning of that consensus by theory and empirical evidence gives rise to considerably more controversy than might be inferred from the consensus on the net or overall evaluation. In this chapter we seek to review the individual issues and controversies that exist in the theoretical and empirical literatures on the roles of trade and trade policy in economic development.
