Abstract

Having demonstrated the importance of traders and managerial human capital in carrying out multifaceted innovations in previous chapters, Part IV ( Chapters 8 and 8 ) explores how the success or failure of industrial development is governed by the development strategies of the private sector and the government, based on the case studies of the garment clusters in Bangladesh and Ethiopia. It will be shown that successful cluster-based development requires not only active roles of traders and competent managers but also international technology transfer.
