Abstract

The October 2005 South Asia earthquake was the largest natural disaster of the year,1 accounting for 84 percent of the year’s 99,425 deaths from natural catastrophes, the vast majority occurring in Pakistan.2 The international response—one of the major humanitarian operations of 2005–2006, involving both civilian and military actors—also served as a test site for many new UN reform mechanisms for improved coordination and delivery. The crisis is therefore an excellent case study to review the application of the Principles of Good Humanitarian Donorship (GHD).
