Abstract

Following the rapid pace of industrial development in emerging economies, many enterprises are experiencing a growing need for innovation. However, the absence of strong technological capabilities, which contribute to continuous competitiveness, often impedes developing countries from improving their innovation performance. Technological capability has always been a key component of economic growth and welfare (Archibugi and Coco, 2004; 2005). There is a cycle which links technological learning, technology capability, technical change and production capability (Albu, 1997). Technological learning thus plays a fundamental and inevitable role in acquiring technology capability.
