Abstract

This chapter focuses on the problem of access to credit faced by small and medium enterprises (SMEs) in developing countries and puts forward a policy proposal that addresses that issue. There is an emerging consensus in the international community on the fundamental role that domestic private sector development can have in helping developing countries accelerate economic growth and reduce poverty. SMEs represent the large majority of all enterprises operating in the developing world and contribute dramatically to their employment and output. Yet, they historically lack access to bank financing.
