Abstract

When we talk of terms such as economic reforms, deregulation, struc-tural adjustment, and growth and stability, we are employing the lan-guage of neoliberal economics. While that needs no justification in a logical sense, at least in terms of the parameters within which it operates, it nonetheless tends to exclude other schools of thought that have been central to the debate on capitalist development. In particular, it ignores matters relating to development as opposed to growth. For example, it defines the state in terms of indicators that relate to ‘stability’ without acknowledging how the state is defined by the nature of the relations of production that is reconstituted, on an ongoing basis, in terms of class, gender and ethnicity.
