Abstract

Anyone who follows the economy by reading the financial press might be led to think that business cycles, the mechanics of expansions and recessions, are the most important policy problem facing any government. Forecasts of the end of an expansion or analyses of what is causing a recession tend to make the headlines of the financial press and be allocated prime time in televised news programmes.
