Abstract

In the USA the legislative branch of government, i.e. Congress, plays a much greater role in foreign economic — especially East-West trade — policy than in other Western countries. The legislative background is, therefore, critically important for analysing US commercial policies toward the European CMEA1 countries and in interpreting the statistical trends of US participation in East-West trade.
