Restructuring Incentives in Hungary

Abstract

The peculiarities with incentives in socialist planned economies derive from two circumstances. They derive first of all from the point that productive units are socialized. In the state-owned sector the government exerts property rights, and thus it has to determine success criteria. The second peculiarity stems from the comprehensive organizational function of the government in economic performance; it has to decide the way and mode of combination of directives and incentives in the regulation of economic processes.
