Abstract

The European Council at its meeting of June 1989 endorsed the Delors Report for the creation of an economic and monetary union within the European Community (EC). The Report calls upon all the member countries to commit themselves to a timetable that will permit a step-by-step evolutionary process leading to ‘irrevocably fixed exchange rates’ between members’ currencies and ultimately to a single currency and a common monetary policy. This, of course, is by far the most challenging project and is seen as an extension of the internal market programme.
