Abstract

Mr President of the International Economic Association, Professor Kenneth Arrow, former President of the Association, Professor Sir Austin Robinson, Chairman of its Steering Committee, Dr Manmohan Singh, President of the Indian Economic Association, Professor Sukhamoy Chakravarty, Vice-President of the Indian Economic Association, Dr Alak Ghosh, distinguished economists and delegates to the Congress, ladies and gentlemen: I must begin by thanking the organisers of the Eighth World Economic Congress, the Chairman of its steering Committee, Dr Manmohan Singh, and President of the Indian Economic Association, Professor Sukhamoy Chakravarty for the honour they have done me in inviting me to deliver the inaugural address to the Congress. This honour, which was unsought by me and has been given to an undeserving person, makes me feel very humble in your presence. I hope you will bear with me if my address does not come up to what you legitimately expect from an inaugural address.
