Measuring Rural Underemployment in India: A Methodological Note

Abstract

In India, rural as well as urban employment and unemployment have been measured at frequent intervals during the last 25 years through large-scale sample surveys. The debate about the nature of these data and the alternative methods of measurement has been quite intensive during the last decade. The Expert Committee set up by the Planning Commission in 1968 on unemployment estimates reviewed among other things the method of collection of data relating to employment and the way these were being interpreted, and suggested changes and modifications. Following the publication of this report, there was considerable debate and discussion about not only the data on unemployment put out by the National Sample Survey Organisation, but also about the other methods of estimating rural unemployment used by scholars.
