Abstract

It is by now a generally accepted axiom of development economics that the sluggish growth in export earnings constitutes a major constraint on the potential for economic growth in the majority of countries in the Third World. Remedial policies designed to achieve a more dynamic growth in exports have been under active discussion in UNCTAD and in other international forums for some years. Though concerted action by the international community remains a vital element in achieving more dynamic growth in the export earnings of developing countries, much also needs to be done by means of devising more appropriate economic and trade policies in the developing countries themselves.
