Abstract

If this were a historical survey, then of course 1 would have much to say about the vital role of British investment, managerial skills and capital goods, in many Latin American countries. Indeed one encounters to this day legends concerning British responsibility for the underdevelopment of some countries. Thus I once met an economist who had written a dissertation designed to prove that British-financed railway building in Argentina was not deliberately designed to weaken economic development.
