Abstract

El presente ensayo pretende guiar al lector en el uso de una de las herramientas más utilizadas en el análisis de programas y políticas públicas: el análisis de costo-efectividad. En pocas palabras, esta herramienta, aplicada correctamente, es capaz de decir a quien tiene el poder de tomar la decisión sobre una alternativa de inversión si esta tendrá un retorno social mayor que su costo; es decir, bajo una perspectiva económica, si vale la pena o no realizar la inversión.
